Products and services are Certified for Fire Safety with the purpose of confirming their compliance with Fire Safety requirements in accordance with the legislation of the Russian Federation. A Fire Safety Certificate is an integral part of Certificate of Compliance with Gost R Certificate of Conformity. A Certification procedure is determined by the State Fire Safety Service upon consultation with the RF Committee for Standardization, Metrology and Certification.

The Fire Safety Certificate is required for products indicate that they are Fire Resistant or Fire Retardant. If products do not indicate that they are Fire Resistant or Fire Retardant than Certification is probably not necessary.

The Fire Safety Certificate need to be issued before an Export Certificate is issued.

Non-destructive testing of products

Why should you test products with us? The scope and variety of the testing of raw materials and other materials in particular branches and fields, for instance structural and building materials, weldments, testing of games and toys or testing of other semi-finished products or finished products. A number of these tests require special equipment and experience such as running and evaluating the tests. DCS-LL-C (Certification) Czech Republic s.r.o. is capable of testing and evaluating a wide range of such products, within the provision of testing services, which are tested in accordance with specified product testing standards by testing laboratories having high-quality equipment and qualified staff.

Visual method is classified as a method for the purpose of exposing surface defects of materials (especially with welds, products, castings and forged pieces). Visual inspection is considered the cheapest identification of critical spots – surface non-integrities (cracks, corrosion, porosity, exposed shrink holes and other defects). The visual method mostly precedes another non-destructive method (PT, UT, MT, RT).
Capillary method is perceived as a method of exposing surface defects of material (especially with welds, products, castings and forged pieces). Principles of the method are clear from its title - capillary action. On the basis of capillarity and wettability of penetrant (indicator of defects on the material surface) their colour difference from the basic material is used as the main identifier of the surface defect. The capillary method precedes other volumetric NDT methods (UT, RT).
Eddy current method is a surface method for the purposes of testing electrically conductive materials. The eddy current method is most often used for exposing surface defects, it is however possible to identify also defects with the maximum depth of 10 – 25 mm on the outside of the material (depth depends on the kind of material).
Ultrasound method is a volumetric non-destructive method used for identification of defects on the outside of the material, and used for identification of defects on the outside of the material, this methods allows to expose defects on the outside of metal and non-metal materials. Main types of checked products are especially metallurgical semi-finished products, castings, forged pieces, workpieces or weldments. The ultrasound method is focused not only on the identification of volumetric inner defects of material, surface defects of the type of cracks or duplications and also on the detection of the thickness of material (plates, tubes).

Defectoscopy - inspection of material, parts, weldments consisting of several non-destructive methods (VT, PT, UT), which are suitably chosen to carry out an optimum analysis of the tested article. The non-destructive methods are performed by qualified staff within the 2nd stage on the basis of existing standards (for instance VT - EN 473).
Measuring the material thickness – measuring the thickness of walls of pipes, pressure vessels, steel structures by means of the ultrasound method (material thickness steel/cast iron 0.75mm - 300 mm).

Identification of defects – the main purpose of performing non-destructive testing is identification of whether a product or equipment does not exhibit a defect preventing its use in relation to normative standards. Within the defect identification it is necessary to specify its character and subsequently establish its location in connection with its subsequent repair.

A Fire Safety Certificate is a document issued by a Fire Safety certification body accredited by Ministry of Emergency. It verifies that the equipment is compliant with Russian Fire Technical Regulation. A Fire Safety certificate could be issued based on sample(s) testing at an accredited Fire Testing Lab or a Factory Inspection Visit done by Fire Safety experts. There are three types of Fire Safety Certificates: a "Batch" certificate which is valid for a certain batch of goods supplied under a specific contract only; "Type" 1-year certificate, and "Type" 3 to 5-year certificate.

Fire Safety certification procedures in general are very similar to GOST R certification, and also imply reviewing documentation, sample testing, and inspection visits. DCS & their Russian Federation Partner can advise on the applicable requirements based on the nature and scope of the equipment.

The list of devices and equipment subject to Fire Safety certification is defined by Government Decree No 241 of March 17, 2009. Simply put, all the goods could be divided into four categories. The first one comprises firefighting, detection and control equipment. The second one deals with Electrical appliances (including almost all types of cables and circuit breakers). Materials (PVC sheets, decoration panels, heat insulation materials) belong to the third category. Finally, elements for construction (cable transits, fire dampers, cable channels and conduits, etc.) comprise the fourth category.

A Fire Safety Certificate may sometimes be required at the Customs Office, along with a GOST R certificate. The list of goods for which a Fire Certificate is required at the Customs Office is defined by Government Decree No 140 of March 17, 2010. It includes all the goods of category one, as well as fire dampers, ventilation channels, cable channels, conduits and the like. For all the goods listed in Decree No 241, a Fire Certificate is required only if engaged in operations in Russia. In some unclear cases, a Fire Safety Letter of Exemption could be issued.

Assessing building products:  Building products are classified as intermediate products, which are to be used in building industry (especially in buildings, roads, and bridges, etc.); building products comprise a wide range of products from bricks, cement, lime, steel structures to very complex glass, polymer structures, which are applied after the façade of a building is completed. Basic requirements concerning the assessment of building products are focused on the final product which is the construction as a whole and then there are requirements concerning the building products themselves and parts of constructions. For the purposes of this group it was necessary to establish more than 500 various standards and with respect to the progressive development in the building industry it is possible to expect further rise in the number of specified standards or other regulations.

In addition to a typical safety certification, UL also certifies certain products for functional safety. Based on a product’s application and usage, the functional safety assessment is performed in accordance with the requirements of a published and relevant functional safety standard. Functional safety is the part of overall safety that depends on the correct functioning of safety-related control systems and software. A functional safety investigation involves the evaluation of a safety critical circuit(s) in accordance with declared safety ratings relating to software, hardware, environmental stress factors (such as EMC) and safety lifecycle management processes. UL’s certification marks for functional safety are normally restricted to products that are intended to be used in a functional safety application.

The required marking elements also include the aforementioned safety level declared by a product manufacturer. UL’s Marks for functional safety certification indicate that a product provides functions to a user that can be applied in a safety-related way. Functional safety standards define safety levels as safety integrity level (SIL), automotive safety integrity level (ASIL), performance level (PL) or class. In conjunction with one of UL’s functional safety certification marks, a manufacturer identifies the functional safety standard and the SIL, ASIL, PL or Class to which a product has been evaluated.

There are various marks for functional safety certification to indicate intended use in the United States and/or Canada and/or Europe. Canadian and European safety requirements may be somewhat different from U.S. safety requirements.

All of the products carrying these marks are covered by UL’s Follow-Up Services program to determine that they continue to be manufactured in compliance with UL’s requirements.

A UL Functional Safety Listing Mark appearing on a product typically consists of the following required elements:

• UL in a circle symbol
• Word Listed
• Words Functional Safety
• Product name or company name/file number
• Issue/serial number or alphanumeric control number

Additionally, a UL Functional Safety Listing Mark must be accompanied by a statement identifying the functional safety standard used for evaluation, the corresponding SIL, ASIL, PL or Class to which a product was evaluated, and the sentence “See installation manual for safety functions

Quality requirements for fusion welding of metallic materials

Why ISO 3834?  Welding is classified as a special process the result of which cannot be always verified by testing after the end of welding. Therefore, the quality of a weld must be checked during the production not by inspections and tests of the finished product, but by suitable management of welding processes. This management may be carried out in accordance with the ISO 3834:2005 standard, which ensures quality of the welds of the final product, which then complies with the specified criteria.
This standard forms a background for proving conformity and for certification of products made through welding processes. A certified manufacturer proves fulfilment of all principles of this standard – execution of high-quality welding processes within requirements of product standards or other regulations.
ISO 3834-2:2005 (higher level of quality requirements)  – intended for products with which safety factors are important together with the level of static and dynamic stress, with materials to be exposed to high stress during the service life of products or if a progressive kind of structural design is involved or new manufacturing procedures not verified in production are involved.
ISO 3834-3:2005 (medium level of quality requirements)  - intended for a wider range of products with common safety requirements, which could be exposed to a level of average dynamic or static stress, products are mostly made of normal materials of known weldability, with ensured mechanical stability of products and prevention of occurrence of unacceptable defects, while qualified WPS procedures are used and a particular level of checking and testing the weldments.
ISO 3834-4:2005 (basic level of quality requirements)  - intended for the range of products with basic safety requirements, which are exposed to average static stress, products are made of normal materials of known weldability, mechanical stability of products is ensured.

How to Affix the CE Marking

In North America, hazardous locations have traditionally been defined by a combination of classes and divisions as follows:

Classes

• Class I - A location made hazardous by the presence of flammable gases or vapors that may be present in the air in quantities sufficient to produce an explosive or ignitable mixture
• Class II - A location made hazardous by the presence of combustible or electrically conductive dust
• Class III - A location made hazardous by the presence of easily ignitable fibers or flyings in the air, but not likely to be in suspension in quantities sufficient to produce ignitable mixtures

• Division 1 - A location where a classified hazard exists or is likely to exist under normal conditions
• Division 2 - A location where a classified hazard does not normally exist but is possible to appear under abnormal conditions

The U.S. and Canada have recently revised installation codes to recognize an international 3-Zone area classification system for equipment used in hazardous locations.

• Zone 0 – An area in which an explosive gas atmosphere is continuously present for a long period of time
• Zone 1 – An area in which an explosive atmosphere is likely to occur in normal operation
• Zone 2 - An area in which an explosive gas atmosphere does not normally exist.

In Canada, all new installations must use the 3-Zone system. Existing installations may continue to use the 2-Division system or opt to re-classify using the 3-Zone system.

In the U.S., all installations (both new and existing) can either continue using the 2-Division system or re-classify their product using the 3-Zone system.

The determination of thermal performance of water based surface heating and cooling systems and their conformity to this part of ISO 11855 is carried out by calculation in accordance with design documents and a model. This should enable a uniform assessment and calculation of water based surface heating and cooling systems.

The surface temperature and the temperature uniformity of the heated/cooled surface, nominal heat flow density between water or electrical heated layer and space, the associated nominal medium differential temperature, and the field of characteristic curves for the relationship between heat flow density and the determining variables are given as the result.

The ISO 11855 series is applicable to water based embedded surface heating and cooling systems in residential, commercial and industrial buildings. The methods apply to systems integrated into the wall, floor or ceiling construction without any open air gaps. It does not apply to ceiling mounted panel systems with open air gaps which are not integrated into the building structure.

The ISO 11855 series also applies, as appropriate, to the use of fluids other than water as a heating or cooling medium. The ISO 11855 series is not applicable for testing of systems. The methods do not apply to heated or chilled ceiling panels or beams.

The stages of further work, expected results and timeframe for completion of the European certification on the European certificate of conformity

STAGE 1 - «CONSULTING» (realization terms: 20-25 working days)

Consulting services on the EU Directives, the certification scheme, the list of harmonized standards, necessary for the assessment of conformity of products to the requirements of the European Union, a translation of the necessary documentation (SPECIFICATIONS, instructions for use), as well as the determination of the value of the certification by europeon notified body.

STAGE 2 - «TESTING» (realization terms: 15-20 working days)

Involves the collection and filing of the necessary documentation, the list of which is provided to the customer on the first stage and the preparation of the plan of the certification audit.
STEP 4 - «AUDIT IN THE WORKPLACE» (realization terms: 10 - 14 working days)

Audit in the workplace. Experts of Notified Bodies and two representatives of the DCS  visit the enterprise.
STEP 5 - «CERTIFICATION» (realization terms: 25 - 30 working days)

Notified Body issues a certificate.

STEP 6 - «SUPERVISORY AUDITS»
Supervisory audit of the production of the manufacturer, according to the schedule of the audit supervisors.
The expected result is the annual confirmation of conformity of products to the standards.

Starting an ICSE school in India implies getting a school affiliated to the Central Council of Indian School Certificate Examination (CISCE) or the ICSE board. To get affiliated with the council a school in India must be operational and must have the state board recognition. Opening a school with a vision towards CISCE affiliation must keep medium of instruction as English exclusively. Every private school in India must be run by a Trust/ Society/ Section 25(1) company. Such Trust or Society must be non- proprietary and it must own or hold on lease the land for the school. There also must be a memorandum of association between the school and the Trust/Society which sets up a School Governing Body or School Management Committee.

The private, non-governmental institution, the Council for the Indian School Certificate Examinations (CISCE) conducts three types of examinations, one of which is the Indian Certificate of Secondary Education (ICSE), exams for class 10. The governing body for ICSE was established by the University of Cambridge Local Examinations Syndicate in 1958.

The ICSE board provides examinations of general education through medium of English and the standard of examination is a course of 10 years duration, i.e. classes I to X.

In case you are seeking affiliation from the ICSE board, you can opt for either provisional or permanent affiliation as per your requirements. However, your school needs to fulfill certain conditions as per the guidelines of the council, in order to get the affiliation.

Conditions to get provisional affiliation are:

 The school must obtain a No-Objection Certificate (NOC) from the State Government.

• • The governing body of the school must be registered as a society under the Societies Registration Act,1860 to prove its non-profit motive.
  • The medium of instruction in your school must be English as ICSE grants affiliation only to the English medium schools.
  • The land area for senior secondary schools must not be less than 4,000 sq.mt. and for secondary schools it should be approximately 2,000 sq.mt., with a suitable building constructed on one part of the land and a proper playground on the remaining part.
  • The school must have a well-equipped library with a minimum of 2,500 books.
  • There must be separate labs for Physics, Chemistry and Biology, each equipped with all the necessary apparatus & equipment.
  • The school must appoint the teachers in accordance with the minimum qualifications laid down by the council.
  • The pay scale and other allowances must not be less than those of other schools in the state and employees must be entitled to other benefits like provident fund, medical, gratuity etc.
  • The fee charged by the school should be equivalent to the facilities provided by the school.
  • The schools must not accept donations or capitation fees for the purpose of admissions of students.
  • The school must maintain a proper record of the attendance of the students and this record must be signed by the principal.

Conditions to get permanent affiliation are:

• • The school must successfully fulfill all the undertakings given to council at the time of provisional affiliation.
  • The school must be ready for a special inspection arranged by the chief executive, who will further make a recommendation for the permanent affiliation to the executive committee of the council.

Only after the approval of the executive committee, you will be granted permanent affiliation by the chief executive.
